The Impact of Digital Transformation on Human Resources Management in E-Government: A Field Study of the Telecommunications Sector in Riyadh

Abstract

This study aims to evaluate the impact of digital transformation on human resource management in e-government, through a pilot study of human resource employees at the Ministry of Communications and Information Technology in Riyadh. The study examined the impact of digital transformation on the efficiency of administrative processes, the benefits it offers in enhancing employee and management experiences, its role in decision-making, and its impact on training and development strategies, as well as employee engagement with new technologies. The descriptive analysis methodology was used, and the study population consisted of employees at the Ministry of Communications in Riyadh. The study sample consisted of (90) individuals. The random sampling method was followed, which facilitates describing and understanding the phenomenon under study. A questionnaire tool was used. The study concluded that the role of digital transformation is important in raising the level of performance efficiency among employees at the Ministry through processes that enable rapid access, in addition to more accurate comprehensiveness to verify the accuracy of data. Digital systems also worked to speed up and be accurate in the decision-making process related to recruitment, training, and task allocation. Digital transformation also enhanced the development of employee skills, raising the level of productivity. Digital transformation also enhanced transparency in the human resources sector at the Ministry. It was recommended that continuous investment be made in training employees on contemporary digital systems and enhancing the technological infrastructure to ensure the continuity of the system. The study recommended the need to improve the work environment to enhance innovation and creativity, while maintaining a balance between technology and the human factor. It also suggested conducting periodic evaluations of digital systems to verify their effectiveness and update them according to evolving requirements.
